Very few small businesses hold all three OASIS+ pools. This means Connected Logistics can bid on SDVOSB set-asides, general SB set-asides, AND unrestricted full-and-open competitions. A flexibility that most small competitors lack.
GSA Schedule Confirmed
GS-35F-0204X is active in GSA eLibrary under LOGC2 INC (dba Connected Logistics), awarded Feb 3, 2011. This answers one of the key questions: they DO have a GSA Schedule for IT services. The question is whether RF-ITV Service Desk capabilities are explicitly listed under this schedule's SINs/CLINs.

Recurring vs. One-Time Revenue: What We Can Infer

Federal contract award databases don't publish whether revenue is "recurring." But we can infer from contract structure, performance periods, and vehicle mechanics. Here's what the data says:

The Real Question for Chris
If ~50-60% of revenue comes from FFP task orders that must be recompeted every 2-5 years, and ~15-25% is pass-through subcontractor revenue with thin margins, then only ~15-20% is truly recurring (transponder subscriptions + GSA Schedule + GM). That's not a product company. That's a services company with a product side-hustle. The HARBOR argument: grow the product/recurring slice.
NGT-II Transponder Contract Structure
The Next Generation Transponder-II (NGT-II) is awarded under ITES-3S (W519TC25FA253 and W519TC25FA219). Based on ITES-3S contract terms:
- Base period: Typically 2-3 years for ITES-3S task orders
- Options: Up to 3 additional 1-year options (total 5-6 years)
- Contract type: Firm Fixed Price (FFP) per ITES-3S structure
- Scope: "Commercial requirement for NGT-II technology. Cellular, satellite, and hybrid technologies"
- Customer base: DoD, USCG, other Federal Agencies, NATO (per company announcement)
Inference: Multi-Year, Not Spot Buy
NGT-II is structured as a multi-year FFP delivery order with option periods, not spot purchases. The transponders themselves are hardware, but the airtime (cellular/satellite) and 24/7 Service Desk are ongoing services. This is a hybrid product-service with recurring components. Exactly the kind of asset HARBOR identifies as productizable.

Pattern: Sub → Prime Migration (Confirmed)
The subawards are concentrated in 2012-2017. After which Connected Logistics shifted almost entirely to prime contracting. Their last meaningful subaward was $1.1M from Eagle Integrated in 2025. This is a deliberate strategy: use subs to build past performance, then pivot to prime. They are no longer a subcontractor. They're a prime with subs.
